What is the best scripting for creating navigation bars that are interactive and can cascade with several custom made effects? I know flash might not be a good way to go just because of the fact that it wont be able to be optimized for search engines. Any suggestions?

I would go with trying to create some type of php css based menu. Onlybecasue its very important that a search spider can crawl the links in the menu if your menus are being written to the page using javascript they will not be found. So using javascript to influence the style attribute of the element is prolly the best way to create dynamic menu effects. Make sure that your links are clearly written to your page though.
